In the year 1948, first high speed general computer called as ENIAC (Numerical integrator and computer) was developed by the researchers at United States. It was having many vacuum tubes and it was having large size. Transistors were developed in the year 1943 and these were later introduced in the computers during 1960s.

It seems to say ‘we are fed up and aren’t going to take it anymore. ’ It tells the world that our resolve, in the face of some problem, is absolute. † Second, he proceeds stating, â€Å"Unfortunately, unmitigated determination, as suggested by the idea of zero tolerance, can be real threat to justice. It is too vulnerable to abuse. It can be used as a device to justify the thoughtless and undiscriminating application of rules. Zero tolerance expresses a demand for immediate results. † Third, Bauslaugh stated, â€Å"Justice is complex and elusive; it requires insight and the delicate balancing of interests and principles; it is achieved only through thoughtful and fair processes. † Fourth, he stated, â€Å"Many thousands of Americans, mostly young people, are sitting in jails because of the zero tolerance policy in the so-called war on drugs. Most of these are not real criminals or hard-core drug users. Some of them are addicts, but they need the best and most sensitive care if they are to have hope of being cured. The brutality of prison sentences will not help any of them, nor will it help make a better society for the rest of us. † And lastly, Bauslaugh stated, â€Å"Zero tolerance is not about protecting the public. It is about making politicians sound tough and it is about helping bureaucrats avoid difficult decisions. It is, indeed, a really bad idea, and we should no longer be fooled by it. † In analyzing the arguments stated above their standard forms come about as follows: Argument number 1: 1. The current trend for public officials to talk of â€Å"zero tolerance† has arisen 2. It seems to express public frustration with the lack of justice in the world. 3. It seems to say ‘we are fed up and aren’t going to take it anymore. ’ Therefore, it tells the world that the public officials’ resolve is absolute whenever faced with some problem Argument number 2: 1. Zero tolerance expresses a demand for immediate results. Therefore, unmitigated determination can be real threat to justice as suggested by the idea of zero tolerance. Argument number 3: 1. (3) Evaluate the argument using Govier’s ARG In the first argument, the condition A does not pass for the first statement cannot be proven true with its present words alone. It is considered as a posteriori synthetic as the subject of the statement which is â€Å"trend† cannot be clearly defined by â€Å"arisen† alone. How can one prove that there is really a trend of â€Å"zero tolerance† among public officials? There must either be a testimony from the officials themselves or even a statement mentioning/hinting it as a common knowledge. Both the second and the third statement, however, passes as true as these are both a priori analytic proven by the defining zero tolerance to be â€Å"an expression of public frustration with the lack of justice in the world† and â€Å"a statement saying ‘ we are fed up ad aren’t going to take it anymore. ’† The R condition, on the other hand passes. Statements one to three have all the essential evidence to support G. Bauslaugh first introduces â€Å"zero tolerance† in the first statement, and then defines it with the succeeding two premises. These support how the public officials display an absolute resolve whenever faced with a problem. The G condition has failed in a minor scale for the statement could’ve been concluded in a better way. The author could’ve stated, â€Å"It tells the world whenever the public officials are faced with some problem their resolution is absolute. † The confusion of who the â€Å"our† were in the statement is cleared out. In the second argument, condition A passes for the premises have been proven true. The first statement is classified as a posteriori analytic and is proven true by â€Å"common knowledge†. Unmitigated or absolute determination as far as everybody knows is vulnerable to abuse. Concentrating that power like that will eventually corrupt the person and he/she may use it for personal will. The second statement is classified as a priori analytic and is proven true by the â€Å"law of excluded middle†. The statement is neither true nor is it false. That makes it viable to pass for condition A. On the other hand, the third statement is classified as a priori analytic and is proven true by â€Å"the law of identity†. â€Å"Zero tolerance† was defined as â€Å"something which demands immediate results†. Surely, a man without patience acts on whim to get the job done. All the while, the R condition fails for the evidences lack strength in supporting the conclusion. The first statement does not relate to the other two and clearly it cannot support the conclusion on its own. The following two statements on the other hand are linked but cannot provide the support for the current conclusion form. Subsequently, the G condition fails as well for the R failed. It wasn’t supported well enough by the premises. The third argument passes all the ARG condition. The first statement is proven true by the logic’s â€Å"law of identity† while the second statement is proven by â€Å"common knowledge†. It is known to people that justice can truly be achieved by the fairness of the court and justice is defined as balancing the interests and principles. Both statements are harmonized to give support to the conclusion; thus fulfilling the R condition and the G condition. Due to the variety of qualities needed to implement justice, it is proven to be complex and vague. In the fourth argument, the condition A fails in a great scale. All of the statements are a posteriori synthetic and can be proven only by testimony by the authority. The R condition passes if they are seen as a whole. Individually, they cannot support the conclusion. The inductive pattern contributes greatly into the developing the strong conclusion. The G condition passes as well. The R condition was structured well and has provided sufficient evidence to highlight the conclusion. In the last argument,the A condition passes for all the statements are proven by logic, more specifically the â€Å"law of excluded middle†. They are not considered true or false. Such premises are derived only from the author’s essay and do not have testimony from authority nor are they considered as common knowledge. Regardless, they are also speculated and are not proven to be fallacies. The R condition passes for the statements are constructed greatly. It pointed out how the zero tolerance is harmful to people then to about how this â€Å"makes politicians sound tough† and hoe they can use this to â€Å"avoid difficult decisions†. Truly, a magnificent inductive reasoning. The G condition passes on a minor note but it could’ve been constructed in a more precise way. It could go like, â€Å"Zero tolerance, with all the injustices laid down, truly is bad for us. We must avoid it! †

Democracy And Freedom | Azerbaijan To begin this paper, I will define what Democracy is and what Freedom is. In this paper, I will illustrate and evaluate the most challengeable inconveniences that Azerbaijan faces, now more present than ever. Then, I will explain why is Freedom and Democracy are hard to obtain in Azerbaijan and what has been done so far to change the existing authoritarian government. Democracy can be defined as a theory, in which the supreme power is established by the people and exercised by them directly or indirectly through a method of representation. In political theory, democracy depicts a small number of affiliated forms of government and a political philosophy. Democracy comprises two principles- equality and freedom. These principles are portrayed by all citizens being equal before the law, and having equal approach to power where all citizens are promised certain legitimized freedom and liberty, which are mostly protected by a constitution.[1] Freedom can be classified into two concepts: positive freedom and negative freedom. Positive freedom is freedom to do something rather than freedom from interfering. Negative freedom is a content of options that are open for a person or people in general; it is a matter of X being free to be Z. [2] In Azerbaijan, there are varieties of political parties representing diverse ideological and policy stages. In this sense, Azerbaijan has achieved one basic feature of pluralistic democratic politics.[3] Political parties in my country, mostly weak and small, and do not play a main role in national political life. A number of influences lead to this weakness. Azerbaijan is a presidential republic, and the constitutional determination of the presidency has been reinforced by the powerful political persona as I. Aliyev. Politics in general remains highly personalized, with few-high-profile individuals dominating the area. The personalizations of politics have gone further in my country, where Aliyev supporters and pro-government press from a sycophants refrain to praise the president. In this context, the pro-government parties tent to become vehicles for mobilizing support for the president in parliament, while other parties often serve the same purpose for leading opposition politici ans, readily splitting and adjusting to keep up with the regular disputes and divisions that take on a more or less personal level between their leaders. In Azerbaijan, up to date, there are more than 36 political parties: Pro-government parties (like New Azerbaijan Party) have poorly defined ideological or policy profiles advance the careers of stalwarts. It is hard to maintain a powerful doctrine in any key positive improvement towards to democracy and freedom in Azerbaijan. The corrupted police state is well set up between all ranks of society that it looks unbreakable.[6] People are used to perceiving elections and oppose within themselves. This is the idea of the civil proposal with deep scepticism and a sense of desperation. Those who talk about or try to act in favour of transformation are devastating their lives chasing the freedom. For example, Equality Party stated in May 2005, in Azerbaijan national radio, that Ehtiram Jalilov- deputy head of Azerbaijans National Democratic Party became the second opposition activist to die in unexplained circumstances during the upcoming presidential elections. In July 2009, Freedom House published results of research that calculated countrys political rights, civil Liberties, and status. Freedom House argues that with the population of 8,700,000, the score of Political Rights Score is six, Civil Liberties is five and the Status is said to be Not Free. In an Overview, Freedom House declares following, President Ilham Aliyev and the ruling Yeni Azerbaijan Party further marginalized the political opposition and other institutions of democratic accountability in 2008. The governments fierce suppression of media freedom was integral to Aliyevs victory in a controlled presidential election in October.[7] For example, while Azerbaijans constitution promising freedom of speech; the authorities absolutely bound press freedom in reality. Novruzali Mamedov, editor of the newspaper Talyshi Sado had been in state custody since February 2007, initially on a trumped-up charge of resisting arrest, which was then changed to a treason charge, who died in p rison on august 2009.[8] Azerbaijans authorities primarily do not limit educational freedom. However, my elder brother had practiced political pressure in State University of Azerbaijan. That pressure included reported threats to lower my brothers grades when he contributed in opposing political activity. Another example is that my father was disregarded as a teacher in college because of his membership in opposition parties. The government limits freedom of the legislature, especially for opposition parties. Azerbaijans government commands key judicial commissions and there is no indication that the court system is capable of bringing the government to book when it behaves unconstitutionally, or securing citizens rights against arbitrary government action. Although Azerbaijani legislators have approved several laws to enhance freedom of information, the law of the Azerbaijan Republic grants legislative ground for an independent judiciary, in practice judges do not role independently of the executive branch.[9] The judiciary is corrupt, inefficient, and obedient. Incidental arrests and detention are very common, particularly for members of the political opposition. Prisoners are often restrained for long periods before trial, and their access to lawyers is constrained. My military commander Gadir Musayev was victim of Azerbaijans corrupt systems. He was arrested during presidential elections and denied de fend by legal lawyer. As he claims, prison conditions were extreme; with many prisoners suffering from overcrowding and insufficient medical care, he was not given adequate medical care in prison. Azerbaijani authorities refused to allow independent medical treatment offered by a European Union delegation that visited Mamedov in prison in June.Musayev was one of the few lucky political prisoners who were liberated from prison with help of International Human Rights Organization. Corrupt leaders that bound the equality of opportunity control major parts of the economy. As I mentioned earlier, followers of the political opposition face job loss, exile, and dismissal. Public norms and poor economic conditions in Azerbaijan restrict womens professional roles. Domestic violence in Azerbaijan is a crisis; moreover, there are no laws to stop spousal abuse. Women can go to court for violence, but poor social values restrict them from doing it. According to Amnesty International, Azerbaijan is among eight authoritarian countries on the territory of the former USSR.[10] To give a clear view what is authoritarian means I will clarify the authoritarianism. Authoritarianism is a political doctrine supporting the principle of absolute rule: dictatorship, totalitarianism and absolutism. Authoritarianism indicates any political system that concentrates authority in the hands of a leader or small elite. Authoritarian leaders often exercise power arbitrarily and without consideration to existing organizations of law. The freedom to formulate opposition political leagues is either limited or nonexistent in authoritarian regimes.[11] In Azerbaijan, National society institutions weakened, while presidential powers were exceedingly reinforced in 2008. Many themes are off-limits to journalists, who generally practice self-censorship to prevent the dangerous consequences.[12] These include national security issues, excessively powerful or personal attacks on the president, and specific declarations about corruption and criminal businesses activities. At the minimum four journalists, jailed for their professional activity, remain in Azerbaijani prisons. The government disciplines widespread control over electronic media and silences all alternative voices. The authorities stopped broadcasts of BBC on local frequencies from January 1st. The move essentially guarantees a monopoly for state-controlled media and prevents any independent news broadcasts from reaching the Azeri people.[13] Corruption is one of the main problems obstructing democratic growths in Azerbaijan. Efforts to improve the situation on a legislative level fail at the application phase, as the state agencies authorized to conduct anti corruption activity are believed to be among the most corrupt agencies in the country. However, the countrys government reinforced its rule by elevating a prohibition from a third term presidency, which may lead to the life long presidency of Ilham Aliyev. The situation with freedom is estimated to stay poor as the government continues to silence judgmental voices in the country and disregard the international communitys calls for reformations.[14] Government of Azerbaijan wants us to welcome those who are constrained to act by their unlawful rules in order to endure teachers, farmers, law enforcement officers, entry and middle level civil employees, striving businessmen those many souls captured in the net of corruption are as considerably responsible as the very leadership that runs the system. They wish that everyone would suffer enough blame to be helpless of feeling and extracting legitimate moral crime at their outrageous actions. The hidden part of their skilful indoctrination machine works day and night to install into the community the guilty verdict. Nevertheless, the larceny, tyranny, praise, moral putrefaction, mistrust and skepticism are the products of their own deliberate actions, not some certain providence or ancient devastation.

Breast cancer is the most common type of cancer in women, it accounts for one of every three diagnoses in the United States. Breast cancers are malignancies, life threatening tumors that develops in one or both breasts. A female breast consists of fatty and fibrous connective tissues. The interior of the breast is divided into about twenty different sections called lobes. Each of the lobes is further divided in to lobules, which are structures that contain small milk-producing glands. These glands place the milk into tiny ducts. These ducts take the milk through out the breast and store in a chamber located below the nipple. Breast cancer can either be invasive (spreading) or noninvasive (non-spreading). An invasive cancer penetrates the wall of a duct. This type of cancer is the most common, constituting about seventy percent of all cases. Infiltrating lobular cancer that spreads through a wall of a lobule accounts for about eight percent of all breast cancer. This type is likely to appear in both of the breast, often in seven separate locations. The cause of breast cancer is unknown but researchers are suggesting that estrogen, a hormone produced by the ovaries, may be involved. Studied suggest that the longer a women is exposed to the hormone (i.e. If she starts to menstruate before the age of twelve or if she went through menopause after the age of fifty-five and/or had children after the age of thirty) are at a greater risk. Recently two breast cancer susceptibility genes have been identified. The first one is BRCA1 (a flaw in this gene is common to those who have breast cancer) and the second is BRCA2 (a defect in this gene is associated with breast cancer alone). People who have a mutated BRCA1 gene have an eighty-six percent risk of developing breast cancer by the age of seventy. Women are one hundred times more likely to get breast cancer than men. More than eighty percent of breast cancer occur in women over the age of fifty. At the age of forty her odds are one in two hundred and seventeen (217), and in women younger than thirty they account for only one and a half percent of all breast cancer cases. About five percent of all breast cancers are inherited. Those with a family history of breast cancer in a first-degree relative (i.e. mother, sister, and daughter) are two to three times the risk of the general population. Recurrence usually happens in two or three cases out of ten. There are three ways in which cancer can recur in your breast. The most common recurrence is in the conserved breast in the region of the original cancer. If this type of cancer hasn’t spread then it can be treated with a mastectomy. The other kind of recurrence involves the lymph nodes. If it is not considered to be a metastasis (spread to other areas) it can be treated with further surgery or radiation. A recurrence in the scar or chest wall after a mastectomy is more serious. Because all your breast tissue has been removed, it is impossible for cancer to be residual, and therefore it must have traveled from the lymphatic system or blood stream. In conclusion it is very important that women do daily/monthly breast examinations and if by your age (40 or older) or if the woman has specific risk factors then a mammogram should be done on a yearly or biannual basis. With all the advancement of medicine today, hopefully a cure for breast cancer will be in the near future.

Models of decision making Essay

When we speak of rational behavior, we should remember that our focus in this discussion is not on making decisions, but rather on how to support the process of making decisions. Managers are change agents, not just decision makers, so the steps before and after a decision are as important as the actual choice of action. Preparatory steps include creating tension for change, understanding the positions of the various constituencies, and developing political support for a chosen action. Steps after the decision include naming the change monitor and identifying the monitoring methods. Therefore, the mission of good information system is broader than just collecting data to make a choice. Designers of information systems must understand not only how managers think but also how the decision process will be implemented in the managers’ environment. An information system that is well design is an information system that is used. Thus, an information system, in order to be useful, must be implemented. To understand the implementation process better, we review three models of organizational decision making rational, administrative, and political. The Rational Model. The rational model of decision making was introduced earlier in this chapter. It is based on the logic of optimal choice: the choice that would maximize value for the organization. The manager is assumed to be an objective, totally informed person who would select the most efficient alternative, maximizing whatever amount and type of output s/he values. We can summarize the rational choice process as follows: 1. An individual is confronted with a number of known alternative courses of action. 2. Each alternative bears a set of possible consequences. These consequences are known and are quantifiable. 3. The individual has a system of preferences or utilities that permits him or her to rank the consequences and choose an alternative. There is no empirical support for the contention that these three phases are actually used. In reality, managers seldom have the time or money to analyze all alternatives or envision all consequences. If rationality were ever-present among members of an organization, the organization would appear as a coherent and rational  policy-making entity that maximizes the attainment of a unique set of goals and has no internal conflicts. In other words, a rational decision process implies a rational organization. A rational organization is an organization that has (1) centralized power, (2) harmony and consistency of goals across boundaries, and (3) members who are objective, fully informed, and inclined to choose alternatives that maximize the common good of the organization. The rational model represents a sanitized vision of how organizations make decisions. In reality, organizations often seem more like complex groups of coalitions fighting for shares of limited resources, and using multiple sources of information with varying reliability to achieve a set of fluid goals. Individuals within organizations typically have widely divergent perceptions and goals and act to maximize their own gains, not necessarily those of the organization. Because of this disparity between the rational model and reality, we prefer to accept the rational model primarily as a benchmark for comparing the remaining two organization decision-making processes. In searching for a more realistic description of how organizations make decisions, we turn to the satisficing, or administrative, model. The Administrative Model. The quest for a more realistic description of organization decision making produced a variation called the administrative model. This model sees decision makers as people with varying degrees of motivation who are besieged by demands but have little time to make decisions and thus seek shortcuts to find acceptable solutions. Under the administrative model, a decision maker does not try to optimize but instead â€Å"satisfices† treats objectives as loose constraints that can tighten if there are many acceptable alternatives that fulfill those constraints. While optimization would require choosing the alternative with the highest value, satisficing requires finding the first alternative with an acceptable value, that is, an alternative with a value above a minimally acceptable level on a given constraint. Assume you had a car you wanted to sell. If you listed your car for $2,500 and had 10 offers, you could choose with either method. With the rational method, you would determine which offer had the highest value in terms of conditions and price. With the satisficing model, you would accept the first offer that met your lowest acceptable price. Satisficing may lead to a reduced decision quality, but it saves time and effort. Satisficing is a dynamic construct: the aspiration levels of the manager and the number of alternatives determine what is a â€Å"feasible, good enough solution.† It has been pointed out that satisficing is an appropriate (i.e., rational) strategy when the cost of delaying a decision or searching for further alternatives is high in relation to the expected payoff of the supposedly superior alternative. When you take into consideration the costs related to extended search, it is questionable whether the optimum procedure is to search for the optimum value. When a decision has been reached and the solution to the problem implemented and found to be acceptable, then the organization institutionalizes the procedure used to solve the problem into astandard operating procedure (SOP). SOPs are rules, programs, and routines that are invoked by managers to gain time and to avoid the task of solving a problem from scratch each times it appears. Sometimes managers invoke those SOPs when the organization is facing a similar but not identical problem to the one that the SOP originally solved. Since SOPs are often processes that worked once but nobody is quite sure why or whether it was the best way to solve the original problem in the first place. SOPs are not always the time-savers they are supposed to be. Once implication of having rationally bounded decision makers in organizations is that organizations cannot be seen as single entities. Rather, problems are broken down and assigned to specialized units within the organization that develop their own priorities and goals. These goals, sometimes termed subgoals, may not agree with the organization’s overall goals. This phenomenon has been called local rationality.3 Using the perspective, organizations could be viewed as constellations of loosely allied units, each having a set of SOPs and programs to deal with its piece of the problem. As time passes, these units become more distinct and their subgoals more entrenched. These divergences are enhanced by increasingly distinct perceptions of priorities, information, and uncertainty; they are further reinforced by recruitment, rewards, and tenure. When these tendencies are very strong, the loose alliance of organization units breaks down into â€Å"organized anarchies.† In the extreme case, coalitions are created with conflicting interests. This leads us to the political model of rationality. You should note that the term political does not imply that this model is only relevant in the public  (government) sector; rather the term applies to a type of organization that may exist in any industry or industry sector. The Political Model. In contrast to the rational model, players in the political model (often referred to as incrementalists) do not focus on a single issue but on many intraorganizational problems that reflect their personal goals. In contrast to the administrative model, the political model does not assume that decisions result from applying existing standard operating procedures, programs, and routines. Decisions result from bargaining among coalitions. Unlike in the previous models, power is decentralized. This concept of decision making as a political process emphasizes the natural multiplicity of goals, values, and interests in a complex environment. The political model views decision making as a process of conflict resolution and consensus building and decisions as products of compromise. The old adage, â€Å"Scratch my back and I’ll scratch yours,† is the dominant decision-making strategy. When a problem requires a change n policy, the political model predicts that a manager will consider a few alternatives, all of them similar to existing policy. This perspective points out that decisions tend to be incremental— that managers make small changes in response to immediate pressures instead of working out a clear set of plans and a comprehensive program. This incrementalist approach can be seen as the simplest or most extreme form of satisficing. The incremental approach of the political model allows managers to reduce the time spent on the information search and problem definition stages. Incremental decision making is geared to address shortcomings in present policy rather than consider a superior, but novel, course of action. In the political model, the stakeholders have different perception, priorities, and solutions. Because stakeholders have the power to veto some proposals, no policy that harms a powerful stakeholder is likely to triumph even if it is objectively â€Å"optimal.† Our purpose in reviewing these models of organizational decision making is to highlight the realities of decision making that must be recognized when developing or acquiring information systems. If the designer of an I/S assumes that the rational model is a valid representation of the way a given organization is being managed when in fact the political model is a more valid description, s/he may encounter serious implementation  problems. For example, access to information can be very sensitive issue, since in politics, â€Å"information is power.† If managers discover that once a new information system is implemented they will no longer have access to certain data, it is quite possible they will resist the implementation effort. When we consider the issue of organizational decision making, it is important to recognize that the structure of the organization has a strong influence on how and when information is communicated and who gets involved in what decisions. We now turn our attention to the issue of organizational structure.

Cmo inversin inmobiliaria calificara para visa E-2 Una duda muy comà ºn entre personas extranjeras que desean obtener una visa de inversià ³n para vivir en Estados Unidos es si una inversià ³n inmobiliaria da derecho o no a optar por la visa E-2. La respuesta es clara. En principio, no. Excepto si se le da la forma que se necesita para cumplir con los requisitos legales y econà ³micos que imponen las leyes migratorias.  ¿Quà © requisitos se necesitan para que las inversià ³n inmobiliaria permita para calificar para la visa E-2? La ley dice que para calificar para la visa E-2 de inversià ³n se tiene que crear o comprar un negocio que tiene que ser real y activo.   Pero,  ¿cà ³mo entender esos requerimientos? La mejor forma es a travà ©s de ejemplos. Cundo la inversià ³n inmobiliaria NO califica para la visa E-2 Es comà ºn que una persona extranjera compre uno o varios inmuebles en Estados Unidos, desde su paà ­s o aprovechando una visita a Estados Unidos con una visa de turista. Por ejemplo, que invierta medio millà ³n de dà ³lares en un condominio en Miami porque le gusta viajar   de vacaciones a esa ciudad. Esta situacià ³n no califica para la visa de inversià ³n. En otro ejemplo, un extranjero compra varios apartamentos por un valor de un millà ³n de dà ³lares con la idea de que con el tiempo incrementar su valor y que podr venderlos por ms dinero que el abonado por su compra. En este caso, tampoco se califica. En ninguno de esos ejemplos se trata de un negocio real y activo. Entonces,  ¿quà © es eso? Ejemplos de inversiones inmobiliarias que sà ­ califican para la E-2 Para cumplir con los requisitos de las leyes migratorias debe: tratarse de un negocio real, no de una mera inversià ³nla persona que solicita la visa E-2 debe dirigir el negocio El negocio debe repercutir favorablemente en la economà ­a de los Estados Unidos Un ejemplo de ello serà ­a, por ejemplo, el caso en el que una persona extranjera compra por valor de $300 mil dà ³lares unos apartamentos y se dedica al negocio de rentarlos favoreciendo a la economà ­a al crear empleo americano contratando a personal de seguridad, limpieza, etc. Otro ejemplo serà ­a el caso en el que el inversor se dedica a comprar inmuebles en mal estado, a repararlos y a venderlos. Tendrà ­a que gestionar el negocio y el requisito de repercutir favorablemente en la economà ­a se cumplirà ­a contratando a empresas americanas para llevar a cabo las reparaciones. Por lo tanto, lo importante no es que se trate de una inversià ³n inmobiliaria o no ni siquiera es tan importante el monto, lo fundamental es que se trate de un negocio real y activo y que tenga un efecto favorable en la economà ­a estadounidense. Y todos esos requisitos se prueban con un aspecto fundamental del proceso de peticià ³n de la visa: el plan de negocios. Ese es un punto fundamental que el oficial consular va a analizar con lupa antes de decidir si aprueba la solicitud de visa. A tener en cuenta antes de solicitar una visa E-2 No todos los extranjeros pueden solicitar este tipo de visa. Es necesario ser ciudadano de un paà ­s que tiene firmado con Estados Unidos un contrato bilateral de visas de inversià ³n. No confundir con un Tratado de Libre Comercio, ya que nada tienen que ver. Si no se tiene ciudadanà ­a de un paà ­s incluido en el listado, olvidarse de la E-2 y examinar otras posibles opciones como la green card por inversià ³n o la L-1 de transfer en el caso de tener ya una empresa en el paà ­s de residencia habitual. Si se reà ºne el requisito de la nacionalidad, es el momento de prestar atencià ³n a otros puntos de la E-2. Por ejemplo, es necesario que se trate de una inversià ³n en un negocio, siendo posibles toda clase de opciones. Incluso la cantidad a invertir no est definida y va a depender del tipo de negocio. El inversor que solicita la visa debe darle al negocio la forma jurà ­dica que ms le convenga. Pero en el caso de que el negocio pertenezca a ms de una persona, tener presente siempre que para obtener la visa E-2 hay que ser propietario al menos del 51 por ciento del negocio. Por lo tanto no sirve en el caso de hermanos o socios que se dividen las acciones de la empresa  al 50 por ciento o menos. Antes de solicitar la visa hay que hacer pasos importantes, como constituir la empresa o, en su caso, comprarla, girar dinero a Estados Unidos a la cuenta corporativa, llevar a cabo contratos de arrendamiento, elaborar el plan de negocios, etc. Y sà ³lo luego despuà ©s se solicita al consulado o embajada la visa E-2. Como muchos elementos del negocio se deben poner en marcha antes de saber si se obtiene la visa es recomendable hacer un pago mediante el sistema de escrow cuando se compre un negocio, y que el pago al vendedor quede condicionado a que la visa se obtiene. Y si lo que se busca no es una visa sino una tarjeta de residencia, conocida tambià ©n como green card, tener en cuenta que el camino no es la E-2 sino una EB-5, cuyos requisitos son ms severos, pero es indudable que brinda ms ventajas para las personas interesadas en mudarse, con sus familias, a los Estados Unidos. Finalmente, para tramitar la visa E-2 es recomendable contar con un abogado especialista en este tipo de visas y que pueda demostrar un rà ©cord excelente en su tramitacià ³n. General Robert E. Lee Essays - Fitzhugh Family Of Virginia General Robert E. Lee Robert Edward Lee was born in Stradford in January 19, 1807. His father was Light Horse Henry. He had three brothers and two sisters, yet he was the youngest. His family was also was very rich. Robert E. Lee went to United States Military Academy. He spent much of his time in his library. His classmates admired him because of his leadership and devotion. He graduated in 1829. He had a high honor at West Point, he even became a superintendent at West Point. He improved the buildings and courses. Robert married Mary Anna Randolph Custis Lee. His children?s names are Major General Custis Lee, W.H.F. Lee, Captain Robert E. Lee Jr., Mary Lee, Mildred Lee was the youngest, and Agnes Lee. Robert E. Lee married two years after he graduated in 1829 and married in 1831. Mary is George Washington?s granddaughter. Lee was away so much of the time they almost never got to see each other. They had to write letters to keep in touch. Lee mostly traveled alone. Mary inherited many slaves and they stayed with her while she was alone. After the war Lee went home and nursed his sick wife. Mary had arthritis and was put in a wheelchair. Lee was a very brave, honest, and smart man. He was a soldier, yet a nurturer. Lee wouldn?t allow anything said bad about Grant. War broke out on the border of Texas between United States and Mexico. The Generals were impressed with Lee?s supervised buildings of bridges. In 1855 Lee became a lieutenant cournal of the calvary and was assigned Texas frontier. He protected settlers from attacks from the Apache and Comanche Indians. Lee hated slavery like the North, but he lived in the South. The South hated Lincoln and the North and the South started to separate. Abraham Lincoln asked Lee if he wanted to be a general for the North, but Lee said ?No.? He wanted to stay in his home state, Virginia. Lee was the first military advisor to President Jefferson Davis. On May 1861 Lee became a General. He helped draw plans for the Confederate forces in Virginia. In the Spring of 1864 Lee first met Grant in battle. There was a series of bloody battles called the Wilderness campaign. Grant destroy the Confederates with large forces and guns. Finally in 1865 Lee became general and chief of all Confederate forces. After General Johnston was wounded, Lee became a General. Lee helped plan many battles such as when they fought General Burnside. Richmond fell in April 1865, Lee?s army retreated west ward. The north surrounded the Confederates. Lee surrendered on April 9th, 1865. Grant tried to make the surrender easy. Grant allowed the Confederate soldiers to take their horses home for spring plowing. Lee said, ?It is well that war is so terrible or we would grow to fond of it. Lee made his last ride down enemy lines on his horse Traveler. Lee won but he also lost. Lee lost because he lost the war, but he won because the war was over. Lee became a private citizen for first time in forty years. He could have been rich, but he came president of Washington College in Lexington, Virginia. This school was named Washington and Lee University. Lee urged students and friends to keep the peace and to accept the outcome of the war. His attitude was extremely important a time when bitterness and hatred swept across the North and the South. In Lee?s home in Lexington Virginia on October 12, 1870. He died from an illness. Some people felt his death as a personal loss. He is buried in the chapel he built on campus in Lexington, along with other members of his family. They call this chapel ?The Shrine of the South.? It is visited by thousands of people. Lee?s home is preserved in Arlington National Cemetery. Lee?s is a legal holiday in most of the southern states near Washington D.C. January 19. Lee?s tombstone is called Valentine statue.

The uniqueness of each individual, however, causes us to reason in different ways. An individual's reasoning can be categorized into two primary groups: reasoning based on emotion and instinct versus reasoning based on logic and concrete facts. It is commonly believed that "Art upsets, while science reassures," however further philosophical analysis questions this, by examining "Science reassures, while art upsets" as an equally valid statement. Although both art and science are branches of knowledge that have the ability to simultaneously reassure and upset, they use different approaches in their formation. Art is the spontaneous documentation of emotions based on one's own perception of life. This is contrasted with science, which is a systemized process involving observation and experiments that results in the formation of a hypothesis leading to a theory. Science that is at the foundation is systematized, based on logic, and has a set structure. The laboratory science, however, can be messy and tentative, complicating the question of whether science upsets or reassures. A scientific fact can be fully explained, leaving nothing to chance or imagination. It is interesting to note that the famous quote, "Art upsets, science reassures", was made by the French sculptor, painter, and designer, Georges Braque. The difficulty one experiences with art is its inability to be explained due to its basis on feelings experienced by no two individuals. Art is upsetting because one cannot convey the exact picture or feelings that he has towards a piece of art. According to Machiavelli’s book, he talks about warcraft and statesmanship where he considers that superior laws are track naturally from a superior military. He tries to elaborate how a sound military system is related to the formulation of sound laws for the state. Machiavelli has a rather contradicting perspective on the war; he believes that triumphant states are built after a war has been won. This is contrary to the conventional understanding that successful states are those without war. The book dealer is also supposed to authenticate the book. Only one of the three copies of this book exists in the world and the wealthy collector is very keen on getting hold of this book, as he believes that this book will be able to conquer evil. The opening sequence of the film is very arresting and the focus shall be on that particular sequence while analyzing the mise en scene. The director begins the film by taking a wide shot of an old man shown sitting in a room and writing a note at his desk. Then the camera slowly moves towards a small chair focussing on it for about thirty seconds before panning straight to the top of the ceiling where a rope is shown hanging from a chandelier. While the camera is zooming on this sequence, the background music and the sound of a clock ticking away build up the suspense and makes the audience is filled with an ominous feeling that something terrible is going to happen. The director then skilfully cuts the camera from the rope on the chandelier to a medium shot of the old man where it stays on him showing him stopping his writing and then folding the sheet of paper. The atmosphere of suspense is reaching a crescendo as the camera again suddenly cuts from this shot to follow the old man’s legs while he is walking towards the chair. Because of the skilful placement of the camera and shot angles, the audience has already got an inkling of what’s going to happen but the music and the camera shots keep the suspense building till it reaches the man climbing onto the chair, putting his head through the rope and tightening it and then quickly pushing away the chair. Grendel and Cain Essay In the story of Beowulf you get a glimpse of many different themes throughout this epic. Those themes range from good and evil to those of death and glory. The story itself depicts a period in history when life was lead blind through the teachings of the book of the lord and his spoken words. At this same period in history traditional pagan religious practices and beliefs have slowly given way to the ideals and philosophy of Christianity. Many of the themes held within the pages of Beowulf stem from the proverbs and fables recited and practiced in the Old Testament, while concurrently adding pagan beliefs of monsters, demons, and multiple gods. The most striking of these biblical comparisons is viewed between Grendel (the protagonist, evil rival of Beowulf) and Cain (the evil brother of Able). In the Old Testament, Cain kills his brother Abel and is consequently punished and banished from the Garden of Eden by God. His actions proved to have a dramatic effect on the life of Grendel and the choices he makes throughout his life until his epic struggle for victory over the Geats and Beowulf himself. Symbolically and genetically, Grendel assumes the role of his ancestor Cain in this epic story as an outsider, disowned from the rest of society, finding a home only among the unknown (evil) and those who have sinned. Feeding on the flesh and blood of gods creations, Grendel starts a vigorous battle to destroy all that is good and the things he can not have. To the Anglo-Saxons and the creators of Beowulf, one of the worst crimes a person could have committed in life was that of murdering ones kin (or the killing of ones brother). During the era of this writing the figure of Cain is used metaphorically to represent the unknown (chaos, evil) and the presence of evil. Cain defies gods will and so he secludes himself to the evils of the surrounding world only to foster a hatred of god and a family cursed for eternity. The period in which Grendel and Cain resided in was deeply structured around the book of the lord (bible) and as a result created a society structured around the teachings and morals of its stories. The idea of friendship and kin being desecrated through the act of murder is one of the worst things a person can do and the consequences of that are severe. Grendel is a victim of his own world and the actions of his ancestors. The society for which Grendel wants to conquer and deny existence  proves to be the creator and destroyer of his tragic being. In the classic story of Cain and Able, Cain enviously slays his brother Able in a vicious outcry of jealousy and anger. For his sin, he was banished from mankind for eternity and left only to live life displaced from the routines of normal beings and forced to live among the dark and the sinful. Cain was the first of a cursed family to be exiled for the sins he committed. His punishment proved to have a drastic effect on him and the future of his blood line. His punishment spawned his dedication to holding a grudge against god himself and the unreachable light he has been denied of. After being the first born of Adam and eve, Cain went on to become a farmer of the ground, while his brother Abel followed the pursuits of a keeper of the sheep. Cain became a self-willing, vindictive man, defiant in his attitude towards God and his relation to his kin. His eternal sin was committed on the seventh day or Sunday of the week while the two brothers were presenting offerings to the lord. Abels offering was of the firstlings of his flock and of the fat (Gen. 4:4), while Cains was of the fruit of the ground (Gen. 4:3). For Abels sacrifice, he gave the best he had and so his offering was respected by his elders while Cains offering was scorned and dismissed. It was for this reason Cain brood anger towards his kin; the worst of which was focused on his younger brother Able. After his disgrace towards the lord and his family, Cains apathy towards his brother produced feelings of murderous intention and hatred. Sooner or later this desperate outrage led him to murder Able in raw uneventful hatred. For his sin he was expelled from Eden. From that day on he led the life of an exile, doomed to be a fugitive and wanderer in the earth (Gen. 4:12) and denied the rights of a normal man, only to bare the mark of a sinner and warning to others. With this Cain walked into the land of Nod (unknown, evil, dark), only to leave a legacy felt by the generations of his offspring. When Cain killed Able, he ignited the eternal flame of a cursed family. From Cains blood came the curse of his exile and sprang ogres and elves and evil phantoms and the giants too (Beowulf. Pg. 35), darkness entailed is legacy and evil embodied his future. Grendel is a descendant of Cain, so he shares Cains exile from all that is good and light. Cain may have been the  first displaced person after Adam and Eve, but he was not the last. Grendel shares his ancestors punishment, he is exiled not only from whatever land or wealth he would have had if he were human, but he is also abandoned by God and all who followed and indulge in his faith and grandeur. It is this abandonment that causes Grendel to destroy and murder. The treasure seat, he was kept from approaching; he was the Lords outcast (Beowulf pg.36), since he cannot approach the throne of the Lord like the rest of mankind, he chooses to attempt to destroy it. He has no love for God and his children if he can not be with them hand in hand. However, unlike Cain and his parents, Grendel is doomed from his creation by being conceived into a blood line stricken by an eternity of banishment from Gods light because of Cains sin against his brother. It is for this reason why Grendel kills. He can never be in the light because he is constantly fighting a lonely war against God and all of his creations. Because of his expulsion from that which is good, he is moreover discarded by everything that follows in the wake of gods will (people, society, life, etc.). The text refers to him as spurned and joyless (Beowulf pg. 47); it is no wonder why Grendel was considered so monstrous. He did not accept his banishment without fighting back. Like most people who are enraged and apathetic and then placed between a rock and a hard place he fought back insensible to pain and human sorrow (Beowulf pg. 35) for those he murdered. The reason behind his actions is not because he is an unruly monster, but instead, he is overwhelmed by jealousy because he is not able to share in the spoils god has made accessible to humanity. With this in mind, if Grendel can not step into the light and become part of the life as witnessed from the outside. Then he will destroy it and leave it for no one. Just as Cain did before him, Grendel will never be content with himself as long as he must bare witness to the celebrating of life and love enjoyed by all whom lavish in the glow of Gods hands. Whether it is Grendel or his ancestor Cain, they both suffer from the agony of trying to survive in a world as cursed beings, forced to loath around in the outskirts of the cold night and the loneliness of a sun scorched day. After destroying the perfect image of a content person in the name of jealousy and anger, Cain; forbidden to enter the known world forever,  created a sphere of influence which played into the future of his children and his grandchildrens children and so on. Even though the mark of Cain is not evident on Grendels physical characteristics, the presence of his cursed nature is. He like Cain suffers from an abandonment of faith and humanity. As outcasts they both find resentment and hatred towards the things they want most, whether its acknowledgement by god and all that is good in the world or the ability to wander freely without fear of ridicule and hostility. To humanity they pose a threat worse then the sum of most peoples fears. They represent all that is bad in the world and as a result find themselves rejected by everything good the world has to offer. It is circumstances like these that have proven to bring out the worst in a person, such as they did in Cain and his later ancestor Grendel. What would you expect from those forced to live among the displaced in a world resentful of there existence. Instead of being accepted for there misfortunes and forgiven for there sins, they where rejected for what they where and what they had become, resulting in a creature motivated by pain and apathy inflicted by the keeper of there being and the audience of there lives.

ABSTRACT This paper has examined the current situation facing Tanzania SMEs and how does they survive through innovation in this era of globalization. The paper also discussed challenge prevailing in growth and development of Tanzania SMEs, as late 70s and early 80s SMEs started to become more innovative and more flexible in term of reducing costs, Thus, they started providing intermediate goods more efficiently than large enterprises, as people starts to be more aware and more skilled on business environment through economic integrations, movement of people and capital which caused by globalization. While Tanzania SMEs tries to survive by innovation in globalization era technology, competition and their abrupt bankruptcy become a critical challenge which this paper will analyses and give the recommendation on how to go about it so as to survive in this era which other developing countries like China, India and Brazil took as opportunity to stabilize they economy. 1. ANALYSIS ON IMPORTANT OF GLOBALIZATION IN TODAYS BUSINESS WORLD As globalization is integration and interdependences of world economies, this cause liberalization of international trade as trade barriers where removed, technology progress example uses of internet which make customers more access to product of different countries and allows ease partnership between entrepreneurs. Through finding which collected on preparation of essay one, globalization can be contributed by the following factors in this recent decade Increase in and expansion of technology, Liberalization of cross-border trade and resource movements, Development of services that support international business, Growing consumer pressures, Increased global competition, Changing political situations, Expanded cross-national cooperation. Throughout recorder of history, human contact over ever wider geographic areas have expanded the variety of resources, products, services, and markets available to consumers. People has altered the way they wants and expect to live, and they have become more deeply affect (positively and negatively) by conditions outside of our immediate domains (Daniels J.D, et al, 2009, pg48) This global challenge which face all sector also effects Tanzania economic as government implemented Tanzania economic reform programme in 1986 and review in 1996 which base on philosophy of dedicate country economy in market economy whereby the private sector will take lead in creating income and employment, while SMEs was accounted for a large share of the enterprises active in Tanzania. 1. I.MAJOR CRITICISMS OF GLOBALIZATION Although we have discussed seven broad reasons for the increase in international business and globalization, we should remember that the consequences of these trends remain controversial. To thwart the globalization process, anti-globalization forces regularly protest international conferences (sometimes with attendant violence). There are many pertinent issues, but we focus on the three broad categories: threats to national sovereignty (i.e. countries lose sovereignty), growth and environmental stress (I.e. the resultant growth hurts the environment), and growing income inequality (i.e. some people lose both relatively and absolutely). Threats to national sovereignty You probably heard the slogan Think globally acts locally. In essence, it means that the accommodation of local interest should prevail over global interests. Some observers worry that the proliferation of international agreements, particularly those that eliminate local restrictions on how good are bought and sold, will diminishing a nations sovereignty- that is, a nations freedom to act locally and without externally imposed restrictions. Economic growth and environmental stress Much anti-globalization criticisms revolve around issues of economic growth. According to one argument, as globalization brings growth, it consumes more nonrenewable natural resources and increases environmental damage- despoliation through toxic and pesticide runoffs into rivers and oceans, air pollution from factories and vehicle emissions, and deforestation that can affect weather and climate. Growing income inequality In measuring economic well-being, we must look not only at our absolute situations but also at how well were doing compared to the economic well-being of others. We generally dont find our economic status satisfactory unless were doing better and keeping up with others. Also Tanzania made development Vision that by the year 2025, Tanzania should have created a strong, diversified, flexible and competitive economy, which can effectively cope with the challenges of development and, which can also easily and confidently adapt to the changing market and technological conditions in the regional and global economy. 2. BARRIERS HINDERING TANZANIAN SMEs TO COMPETE GLOBALLY The following are suggested to be the barriers impending Tanzanian SMEs to expand beyond domestic markets. 2. I.Ability to acquire financial capital On recognition of the fact that many SMEs in Tanzania do not have ability to acquire financial capital, the government has given out a total of 4.85bn/= in loans to 14,272 for the financial year ending 2003/2004 as a support to Small and Medium scale entrepreneurs development projects (URT, 2004).which wasnt enough. 2. II.Legal and regulatory framework Report from Business Environment Strengthening for Tanzania (BEST) revealed that, the government has been working in collaboration with a number of ministries and department to put in place a legal framework conducive to speedy investments, streamlining and registration of business activities. (Daily News, July 9, 2005).but in fact these institutes create bureaucracy and hinder the growth and development of SMEs in the country, through long process of business registration. 2. III.Incoherence of government policies for SMEs development On recognition of SMEs growth potentials, the government of Tanzania has been implementing the Small and Medium Enterprise Development policy (2003) to support the development of SME sector. But the policy aimed more at increasing the contribution of the Gross National Product and export earnings as well as winning the war against poverty. (Sunday observer June 26, 2005) 2. VI.Lack of managerial skills Research done by Gibb, (1983) revealed that, Small industry in a large number of observed developing countries demonstrate a multiple of specific and in many ways non-conventional managerial traits that one seldom encounters in medium or larger firms. First is the very small management team that brings along with it a lack of specialization, a predominance of multi-functional roles, a shortage of promotable manpower, and a pronounced domination by a leader and large measure of informal control? Second, there is the limited control of the environment and the limited resources available to scan its anticipated potential changes and adapt capacity accordingly. Third, there is the informal pattern of operation, with conflicts resolved more easily and loyalties assuming a high magnitude. Fourth there is the general unawareness or indifference to the structured approach to the managerial function and the need for a longer term vision of the enterprise and its environment. 2. V.The environmental influence Small businesses, especially, are struggling nationally and internationally to survive. For an organization to survive and prosper there is need for an understanding and adjustment to the external environment. Lack of response to the changing global environment will result in the organizations not meeting the needs and wants of their stakeholders. Responding to the environment essentially means matching the capabilities of the organization with changing environment. This scenario has meant that the success of SMEs in this changing environment of globalization depends in large part on the formulation and implementation of strategy. (e.g. Miles and Snow, 1978; Porter, 1980). Strategy in this context reflects the firms short- and long-term responses to the challenges and opportunities posed by the business environment. Companies execute strategies to attract customers, meet the needs of the stakeholders and deal effectively with other environmental concerns, such as environmental issues. Example: Globalization has generated competition even more competition for the SMEs particularly the black African business. The growth in ethnic groups in many advanced economies poses particular challenges for global marketing strategies. In the UK an increasing ethnic diversity of markets is attributed, in part, to an increased mobility of populations across national frontiers and a corresponding growth in ethnic consumers (Wilkinson and Cheng, 1997; Nwankwo and Lindridge, 1998). 2. VI.Limited experience of international trading activity Smaller firms find that the global marketplace can offer tremendous opportunity for business growth and development (Winch and Bianchi, 2006). Notwithstanding the benefits (on both on a firm and macro-environment level) to be derived from international trade (Bell, 1997), this body of literature also argues that the smaller the firm is often more vulnerable to barriers associated with resource limitations, operating difficulties and trade restrictions (Katsikeas and Morgan, 1994; Leonidou, 2004). As Buckley (1989) maintains, internationalization by its very nature involves a high degree of risk and SMEs tend to have more limited resources to cope with the downside of foreign expansion. Hence, it has been argued that the barriers to entry that limit international expansion are systematically higher for smaller firms than for larger firms (Acs et al., 1997; OFarrell and Wood, 1998). It has been highlighted by Bell (1997) that the most widely investigated topic in the literature is the barriers and obstacles to exporting, which have been categorized in terms of internal and external barriers. External obstacles to SME internationalization include procedural, governmental and task barriers (Leonidou, 2004), which may emanate from the domestic market or overseas market (Fillis, 2001). For small firms, the prospect of entering into international markets can often be seen as a risky venture (Burpitt and Rondinelli, 2000; Masurel, 2001) especially given financial market imperfections, exchange rates, and differences in legal systems, culture and languages (Acs et al., 1997). Therefore, as the research findings by Knight and Liesch (2003) acknowledged, SMEs are more often less able to sustain competitive threats and unfavorable macro-events in the external environment than larger firms. This is particularly characteristic of SMEs with very limited experience of interna tional trading activity defined as tentative internationalizing firms (Lloyd-Reason and Mughan, 2003). For these SMEs at the early stage of internationalization, more often the internal skills and knowledge needs of the firm have been met and all is required is market intelligence to fully engage in foreign market expansion. 2. VII.Export capabilities and export performance Over two decades, many studies have researched the specific elements of export capability that may determine export performance in SMEs. Unfortunately, much of this was fragmented. Indeed, reviews by Aaby and Slater (1989), Styles and Ambler (1994), Leonidou (1995), Fraering (1996) and Zou and Stan (1998) all recognize the need to consolidate empirical export research. Amongst these authors there is general agreement that the elements of export capability relating to export performance centre around three categories: (a) a firms characteristics; (b) a firms competencies; and (c) a firms export-marketing strategy capability. (a). Firms Characteristics One of the reasons the activities of SMEs in international markets are seen to deserve special attention is the challenge SMEs with limited resources face when competing in such markets. It is perhaps unsurprising, therefore, to find that research (Dichtl et al., 1990) did establish links between firm size and export performance. However, a number of other studies have questioned the existence of such a direct link. Bonaccorsi (1992), Katsikeas et al. (1997) argued that firms with the same amount and quality of resources may well choose different export strategies and thus strategic capability must be a mediating variable in the relationship between a firms resources and export behavior, and not firm size. Larger firms achieved a better competitive position than smaller firms when they had greater marketing capabilities and product superiority. Katsikeas et al. (1997) found that the level of export involvement and the type of product marketed were perceived to be more important eleme nts of capability than the size of the firm. Thus, it seems that, whilst it may be an obvious explanatory factor in export success, size is not necessarily viewed as a key export capability. (b). Firms competencies Competencies that have been directly associated with export success include domestic market performance, product uniqueness, production capacity, labour skills and the type of industry in which the firm operates. Ogbeuhi and Longfellow (1994) and Katsikeas et al. (1997) both make reference to factors such as, export market planning skills, quality of export staff, foreign market connections and financial management skills as being critical capabilities in enhancing export performance. Aaby and Slater (1989) propose that competencies in all these areas are critical to export success. Conversely, weakness in these areas is seen as a potential cause of failure in export markets. More specifically, Ogbeuhi and Longfellow (1994) found that export market failure often results from poor market analysis, absence of product market match, ineffective distribution, and lack of management planning and control. (c). Strategy variables Much of the earlier work examining strategy variables focused on individual capabilities: product design and persistence in the market. However, more recent research has put greater emphasis on the information generating capabilities of the firm. Toften and Olsen (2003), Burridge and Bradshaw (2001) and Hart and Tzokas (1999) suggest that successful exporters have strong capabilities in accessing and using the information required for long term export marketing planning, whereas less successful ones put the emphasis purely on obtaining information for the day-to-day running of the business. This is supported to some extent by Johanson and Vahlne (1977) who conclude that, whilst firms may initially export to markets that are geographically close, it is the subsequent increase in market knowledge and information that can lead to rapid expansion in more psychically distant markets. Other authors have also provided empirical evidence of the importance of marketing variables in relation to export performance (see for example: Shoham et al. (2002), Thirkell and Day (1998), Madsen (1994), Styles and Ambler (1994), Katsikeas et al. (1996). Admittedly, the weight of support for the role of relationships in export performance comes mainly from the network perspective, a view that focuses on the formal and informal relationships that bind an organisation (Johanson and Mattsson, 1988). One of the main tenets of this perspective is that export performance is the result of interaction and the development of numerous relationships (Johanson and Vahlne, 1990). 3. OPPORTUNITIES AVAILABLE FOR SMALL AND MEDIUM ENTERPRISES TO EXPAND BEYOND DOMESTIC MARKET Scarborough et.al, (1996) suggested that growing number of SMEs are recognizing that going global is not only a strategy reserved solely for large industries, but increasing globalization of business also favors SMEs. There are several opportunities available for SMEs pursuing a Global presence these are: 3. I. Direct exporting Exporting starts with a global mind set which unfortunately is not all that common among owners of SMEs. With increased global competition putting pressure on domestic market, and trade agreements opening up foreign market, as never before, however, SMEs are increasingly looking towards exporting. However, SMEs, realizing the incredible profit potential it offers, are making exporting an ever-expanding part of the marketing plans. 3. II. Use of internet technology to penetrate across boarder market The Internet is a worldwide network of interconnected computers consisting of thousands of smaller networks. The worldwide website (WWW) is an information retrieval system that operates on the Internet (Ndiaye et al 2000) organizations have been increasingly deploying internet to serve their business process needs. Being an information rich network, internet provides further opportunity of creating knowledge to SMEs. This is an indication that stakeholders in SMEs can communicate with the outside world to add value to their processes (Mwaijonga, 1999). Once connected to Internet SMEs can create their own website and thus become more accessible to the rest of the world (www, digital dividend .org) 3. III. International franchising Franchise is license granted to manufactures, distributor, trader, etc, that allows him or her to manufacture or sell product or service in a particular area for specific period of time .The grantor of license (Franchiser) is usually paid a royalty on sales by the holder of the license. The situation of domestic market is the principle driving force pushing entrepreneurs into foreign markets. In many cases the products and services sold in International markets are identical to those sold in home country. However, Franchisers have learned to modify their products and services to suit local tastes and customers. 3. Vii. Foreign licensing SMEs enter foreign markets by licensing businesses in other nations to use their patents, trademarks copyrights, and technology is a relatively simple way for even the most in experienced business owner to extend his reach into global markets. 3. V. Formation of alliances and joint ventures Melanie, Ravi (2002) adds that in order for SMEs to survive in markets where there are large competitors, they can form alliances with similar firms to increase the rate of market penetration and reduce financial risk, by this way, the SMEs may utilize overseas technology to overcome diseconomies of scale and to produce innovations which differentiate themselves significantly from large competitors. Because SMEs have limited resources and relative inability to absorbing the costs of the operations, Most importantly they can benefit market reputation that a foreign partner is enjoying, thus this create opportunity for SMEs to go beyond domestic market. 3. Vi. Credit guarantee scheme for SMEs Perege (2005) indicates that, the long awaited credit Guarantee scheme for small and medium enterprises set up by the government of Tanzania to help SMEs access foreign a market is now ready. Exporters from the SMEs sector can now start sending their application for funding through the Small Industries Development Organization (SIDO). The fund, which amounts to Tanzanian shillings 3 Billion as set up in the previous financial budget 2003/2004) with the purpose of assisting small and medium enterprises expand exports of their products. Under the credit Guarantee scheme, once an exporter has applied for the loan from any banking institution and has been asked to produce guarantee/ collateral for that affect, SIDO in collaboration with BOT, will assess the possibility for acting as guarantors .In case exporters failed to pay back their loans, the guarantor would pay the loans (Perege, 2005). 3. Vii. Unique goods or services Some SMEs have products that are superior in quality than what is currently offered in the targeted International market. This helps the SMEs gain an edge in attracting buyers and quickly establishing a market position. Many professional SMEs now are finding that they have an opportunity to establish market positions worldwide because they have specific expertise that is in strong demand. 4. AFFECT OF INNOVATION IN GROWTH AND DEVELOPMENT OF SMES IN TANZANIA. Combining the concepts provided in previous studies on the first essay, a diffusion model can be good to Tanzania SMEs as it emphasizing acquisition, adoption and adaptation of already existing innovations has been developed for the SMEs industrial sector. The focus of the research in this mode is on utilizing the entrepreneurial characteristics and capabilities to access and exploit already existing technology. Information and knowledge about sources of technology are important components in diffusion process. For a successful innovation in a competitive market, integration of SME activities both vertically and horizontally is essential. The model contains concepts (constructs) whose existence and possible relationships have been addressed and gauged in order to determine how they influence innovativeness. The constructs are categorized as: (a) Technological information and knowledge; (b) Knowledge and skills; (c) Nature of the market and external relationships; (d) Characteristics and capabilities of SMEs. 4. I.MEASUREMENTS OF INNOVATIVENESS To measure innovativeness of SMEs in the Tanzanian manufacturing sector, a time-frame of three years was used. This time-frame was selected because of the nature of the measurements used required owners/managers of SMEs to provide accurate estimates of their innovativeness. Technological change that was selected as the innovativeness indicator of technology adopted was measured as it was experienced by owners/managers of SMEs. Innovation measurement is based on technological adoption, modifications and incremental changes that took place in the SMEs in the Tanzanian manufacturing sector. This approach is in line with a study by Landa (1993), in which he was able to separate innovating from non-innovating firms. 4. I.1.Measurements of Innovation Indicators (a) Technological information and knowledge; this concept is divided into technology information access and technology knowledge awareness. (b) Knowledge and skills; this concept is divided into two concepts: level of knowledge and skills, and owner. 5. Markets for SMEs Different researchers were interested to establish whether Tanzanian SMEs sales their products in the external markets, local market or both. According to the research on the barriers hindering Tanzanian SMEs to expand beyond domestic markets, done by Neema J.M. (2010), the findings show that (61.11%) of entrepreneurs (or businessmen) sale their products in local market and only (38.89%) of businessmen sale both local and external market. This suggests that the local market looks friendly to the SMEs than external market. It is observed that, export modes in Tanzania differ from one firm to another. After trade liberalization, many entrepreneurs have started to export into foreign markets freely instead of using the traditional government channels. (Argument from the essay writer, 2011). It is revealed that, most SMEs which use this method do it mainly by participating in neighbors countries though trade fairs, exhibitions and delegation. However, direct exporting has been possible due to mainly initiatives from buyers; most of these SMEs have their customers abroad who use their product (Argument from the essay writer, 2011). 5. II. Lack of external marketing information On the other hand the findings show that they suffer from lack of external marketing information. They are often unable to keep track of trend with changing tastes and preferences of external consumers. Also most of SMEs they are not using website to penetrate beyond domestic market. This result in them losing either existing market share or being unable to penetrate new market without proper assistance from government and other institutions. It is also observed that, inadequate marketing services have been hindering SMEs find it difficult to obtain relevant knowledge and information about markets (Argument from essay writer, 2011). 5. III. Lack of advanced technology According to the analysis on this essay, it is revealed that technology constitutes the major constraints for the SMEs to inter into foreign markets. Entrepreneurs and other businessmen have a belief that due to the use of traditional technology in manufacturing of products, SMEs produce low quality products that do not meet international standards. This is also a view held by UNIDO, which establishes that small-scale businesses often use inefficient low-cost technologies that yield products of poor quality and pose hazards to health and environment. A number of small-scale business strongly agree that they get difficulties to cope with external market competition because of low quality products and high prices for the products manufactured by SMEs compared with products of other countries like China, Japan, and Kenya, etc. 6. CONCLUSION 6. I. Conclusion on Global Perspective The continuous global trends are unseeingly affecting all businesses throughout this economy. These global trends cause a constant need to accommodate, which is applying more costs and frustration to all businesses. The global affects that people who are unaware of what is slowly bringing down businesses in this economy. Along with tending to the extra costs incurred from globalization, businesses still have to focus on fulfilling customers expectations in order to improve satisfaction and increase future business. Outsourcing of technologies and continuous innovations opens doors for many businesses to gain access in a foreign market, but not all businesses can handle and maintain activity in these roughing economies. 6. II. Conclusion on Africa Perspective One of the weaknesses of African countries is the relative small size of the industrial sector. This sector is crucial for development and science and technology policies must support its growth and strengthening. The sector may be the weakest link in the development of many African countries. Hence the priority must be accorded to the development of this sector through building entrepreneurial capacities to acquire and apply appropriate manufacturing technology for enhanced competitiveness. Priority must also be accorded to the creation and development of small and medium sized enterprises (SMEs). Science and technology policies must support this orientation. 6. III. Conclusion on Tanzania Perspective This essay is about analyses the Impact of innovation in todays Tanzania SMEs in this era of globalization significantly there is a lot reveal that there are some opportunities for Tanzania SMEs to enter in foreign markets that have not been fully exploited because of some constraints as identified above, as many SMEs are unaware of opportunities currently offered by commercial banks to support their businesses. Lack of access to finance can usually be found at the top of any list of the problem of small business. SMEs generally start with their own resources and are undercapitalized. SMEs in Tanzania suffer from lack of information on available support and market signals, including those for local and export markets, lack of managerial skills and international marketing skills, lack of coherent government policies for SMEs development inhibits expansion of SMEs both domestically and beyond domestic market. Products of most Tanzania SMEs are of varying quality and costly to produce due to lack of access to technology and know-how. 7. I. RECOMMENDATION FOR POLICY MAKERS The formulation, as well as the implementation, of a clear development policy on SMEs is of paramount importance given the contributions of SMES to economic and industrial development. The use of obsolete technology in Tanzania SMEs and a lack of awareness of source of new technology as the result of heavy dependence on foreign technologies, lack of innovations and lack of know where to find appropriate technologies to be acquired, and lack of internal capacity to achieve technical innovation. But innovation diffusion depends, among other things, on the economy and government of a nation (Silveira, 2001). This essay suggests the importance of having a national innovation policy that links together all the economic factors. This is considered particularly important for Tanzania SMEs because of market failure, international competitiveness, and institutional inadequacies. 7. II. Recommendation to Tanzania chamber of commerce industry and Agriculture (TCCIA) It should emphasize on advocacy and lobbying. Thats representing the opinions of their members to the government and keeping and assisting in the formulation of policies concerning business so as to meet needs and concerns of their members so that they can grow easily and expand their business locally and externally. 7. III. Recommendations for further studies It is recommended that Government should create a passage of law and regulations that allow the SMEs to access the financial aids and the shortest way to get loans from development and Banks. The management capacity is one of essential factor to get success of the national development. Training for business managers is very necessary because they decide the fate of enterprises. One of the most difficulties of SMEs is lack of information and connection; this is more serious for SMEs to access domestic and foreign markets. The government should provide information about domestic and foreign markets through establishing information centers that can play a connection between SMEs and related sectors or organizations.
